CASE Consultants were commissioned by Torbay Council to act as Civil & Structural engineering consultants for the design of the new Paignton Library & Community Hub.

The project comprised the development of a new state of the art library, multi purpose meeting rooms, café, media suite, tourist information, adult & community learning, Surestart offices & community police facilities.

The site presented a number of challenges due to its location within a historic flood zone, and the presence of buried structures and an existing public sewer on site.  The building was sympathetically designed to reflect the history of the former railway and goods yard using a two storey steel frame supported on piled foundations.

On completion, the development successfully achieved an environmental BREEAM rating of “Very Good”.
